No I think Draven is fair. He gets shut down when your support cc's the spot where his axes will land. It's a very hefty advantage to know where your enemy wants to move to.
Used to be he had about 110-120 damage from one auto at level 1 before his q got reworked. Was bonus damage on the auto, plus a bleed afterwards. His range hasn't changed, but his damage has been lowered significantly at level 1. He will always be strong in the right hands just because in solo queue an adc that can do serious damage on his own early on is unique and valuable.
His lack of play in pro demonstrates he has viable counterplay. I imagine playing draven at the highest levels is always this game of chicken, are you going to walk forward to catch this axe? Do you have the balls to stop draven? It's fun and fair IMO.
