Are there actually many new players? Ive just started another account and all ive been getting are Yasuo and Riven smurfs. Lol. Thought itd be an environment where I could pubstomp the newbs.

That's pretty low, but i think they have a system where if you're low leveled if you end up stomping hard it ends up matching you against other smurfs pretty quickly.

PieceofCandy is indeed correct. The is smurf detection in low-level matchmaking to protect the new players from people who want to do exactly that. It matches smurfs with smurfs.
