Dissappointed in you, Riot

I don't know why you decide to release broken items. Don't know how you can't see that it is broken and completely unbalanced. It's just Feral Flare all over again. Please either fix or remove Devourer. It gives an extremely unfair advantage for whomever that goes against it. Every second attack with ALL ON HIT EFFECTS APPLIED. Baffled that those stats are even considered to be put into the game.
