Players on "Toaster" computers

I've got an idea on filtering out the players who try to play league on sub par hardware. I don't know how many of you remember when some games required you to pass a minimum specs test but I feel like Riot should implement a system like that into the game or even add some kind of in game test that checks things like your cpu speed and gpu settings to maybe give you a more playable experience.

I say this because the amount of games ruined by people who can't connect to the game or people who constantly d/c because of pc related issues is too high, and it's only getting worse with each major update to the game. I know i'm probably just wasting my time with this idea but something needs to be done and it doesn't take a lot to run this game.
