How exactly he gets countered? He starts flask, farms, then ults in teamfights and wins the game. You don't have to be a lane bully - Darius, Rene, Garen, FIora etc fall off compared to him.
He is not God tier in lane. His ultimate works as much as the next knock-up in 1v1s up there.
It's the fact that he can be a really annoying tank that can go invisible, knock your whole team up and shred your armor whilst still holding up against trades with his (max rank) 50% AS boost.
Even if you kill off a glass cannon building Wukong (typically what I go for), by shutting him down in lane, he can easily transition into an initiator or peeler with a tank/bruiser build. Rengar on the enemy team? Press R when you're on top of your carries to stop him from surprise deleting them. Your ADC isn't killing that tank fast enough? Proceed to apply a 30% armor shred, coupled with full stacks of armor shred from Black Cleaver. Caitlyn ultimate about to go off and hit your low health carry? Decoy the ult.
He's just useful against a number of things (things past lane phase). The trade-off being not as oppressive as other top laners right now.
