Why is soraka's gameplay so outdated and bad?

What do you mean? she has a clear place in the game, clear weaknesses and strengths..?

She:

1. is a beginner support that is easy to use, but has things about her that require more knowledge to get the hang of.

2. helps people learn to watch the enemy HP bar, and all her allies HP bars, as well as her own. Thus providing a lot of stuff that a newer player should learn to be good.

3. has been updated from her ACTUAL outdatedness already. Just think, Soraka used to silence 1 person point and click... star call everything in the area without even needing to point... just click. Had a W and R that are still for the most part similar.... and a passive that was just increasing heals on lower hp allies, rather than what it is now of also increasing move speed when running to lower hp allies.
