Why did riot remove tanking from this game?

Why did riot remove tanking from this game? Ever since the last couple seasons they have been turning this game into burst or nothing. All these new champions and items do % dmg in magic, ad, and true dmg and they have yet implement anything to counter this? Can't stack health because of the % dmg. Armor pen items now have effect before pure armor pen.
