Mastery allows you to hold 3 wards instead of 2. Mastery gives you vision of nearby wards. Mastery increase the amount of wards you can place by 1, (can place 2 control wards, 4 normal wards) Mastery that gives 2% critical chance. Mastery gives x gold per 5 seconds.

The 2nd 2 probably not coz rito are trying to make runes/masteries/whateverthefuckthey'regonnabecalled more dynamic, and less stat-balls

The negative 1% crit.....it will be beauty. cause then early game you have a 1% chance to go non poisoning Cassiopeia in the bot lane
