Question Riot about the Dragons and the Early lane swaps

It's probably no surprise that Wind Drake is considered weak compared to the other. Watching the LCS, I've noticed that the Dragons have a pretty well defined tier list with Inferno Drake at the top.

What I have noticed with the LCS level of play, the imbalance in the Drake's bonuses has created a dynamic trade off, when it comes to attempting that Early lane swap. It seemed historically that Dragon (or Herald) had back and forth priority when it comes to the early game, and the use of Early lane swap.

I guess my question is, was this an intentional affect? If not, what's your opinion on it's effect on the game? In my opinion, that level of imbalance has made the game far more dynamic and far more interesting.
