Preseason suggestion: ANTI-CASTER boots

Anti-caster boots - 1000g (375g)

• 200 HP
• UNIQUE – ENHANCED MOVEMENT: +45 movement speed.
• UNIQUE: Blocks 10% of the damage from abilities.

Context: ok, so we have items to counter burst mages, we have items to counter ADCs, armor stacking, MR stacking, HP stacking, kiting and everything you can think about, BUT AD casters. There is not an actual item to counter AD casters and that's not cool. You may say: buy armor n00b! Well, most casters buy and this means the more armor you buy, the more they will shred. So why don't we get boots that counter casters? By buying these you give up the tenacity from the MR boots, the AA dmg reduction you get from Ninja Tabi's or the roaming potential Mobility Boots give you. But instead, you will have the time to react before getting 100-0 while you're cc'd to nothingness by the enemy's abilities.

Who these boots will be good against(apart from most mages, which is obvious):
