Ever. This is how you get dissatisfied customers who complain years later about reworks, you should always put someone knowledgeable and appreciable toward that champion in charge of any changes, no matter how small they might seem, because someone inexperienced with them cannot foresee to the same extent the impact of those changes or understand the playerbase's reaction to them.

Edit, to be clear, I mean kit changes, not number changes, such as nerfs and buffs that don't impact a champion's play style.

You wanna what I don't get? Why doesn't Riot go over stuff with the player base during development?

The current most infamous case of this is the current Yorick rework. They want to make him as the minion summoner (I heard somewhere as Pusher Juggernaut Necromancer) but they can't find a fun kit. HERES AN IDEA! WHY NOT ASK THE PERSON YOU ARE TRYING TO HAVE IT BE FUN FOR!? I mean seriously, this isn't some wedding ring plot, ask us for exact details for what direction we want the champion to go in instead of throwing out a hit or miss rework that seems to be going in the general right direction. WHY NOT? Hype? Im pretty damn sure more hype would be generated by players actively getting their ideas put into a rework for a champion rather than sitting here and "So how about that Yorick rework? Is it... being worked on?"

To quote one of the Riot employees themselves (Ququroon):

Repertoir doesn't play Ashe, and that was a fantastic rework. What's the difference between Repertoir's reworks and CT's? Repertoir knows how to go to the player base, ask good questions and figure out what actually makes a champion's identity, and keep that in the rework.

Who reworked Heimerdinger? I want more reworks from that guy! Basically just UPGRADED! Heimerdinger to be a good pick AND left his fun aspects intact AND put new fun aspects into his kit. Where's that guy?

I am sure they put alot of effort and time aswell as thought into Changing champions kitwise, sometimes they come out with some pretty good ones, and some of them fail but people still use them.

If you are refering to the Riven Changes on the PBE, they seem to be doing very well and make it no less fun to play Riven

I'm sad to hear they want to rework Irelia... Nerf her stun and or true damage if you really want to kinder to all the hate on her from the community that speaks out but her kit has always been strong, fun and fits thematically.
