In the quest's description, it says to get 650G and "upgrade" to Frostfang. Do I just buy Frostfang once I hit the 650 mark to 'upgrade' it (I'm pretty sure that's exactly what it means and I'm just being stupid). And if so, do I have to get 650 more gold with Frostfang to keep the upgrade on Frost Queen's, or can I upgrade straight to Frost Queen's from Spellthief's at 650G and still get the Queen's Tribute effect?

The 650 gold transfers when you upgrade and purchase the next item like Frostfang. :)

You need the two conditions: a/ collect 650 gold b/ upgrade to tiers 2 item

But you can complete them in whatever order, it doesn't matter. Just buy Frostfang whenever you can and try to proc your passive when you can, like you did before, and don't worry about the quest.
