Allow bans for team builder

The new Team Builder Draft does have bans. The last three players on each team take turns to have 1 ban each (before pick phase). The captain doesn't hold the power of both pick priority and ban choices any longer.

If I'm not mistaken, they said TB Draft will replace regular TB. I'll have to go recheck that right now though. Edit: Still not sure. They said it will replace Normal Draft and Blind Pick, but haven't mentioned the current Team Builder so I guess it's not changing.
