Look Riot, we love you BB, but you're clearly out of your own league when it comes down to finding answers for the supports. The problem you commonly have with support items are obvious and the fix is sincerely clear. Make it so that the purchase of a support item will have a 1 time active (Somewhat like how Kalista uses her black spear on an ally in order to use ult) that will link up with another teammate and the item's passive can activate only when the criteria you set for it, calls out to be true. It is as simple as that. We don't have to go further, but if we must- you can still make it a bit more complex for individual roles. The point being made here is that support items will always be abused somehow unless you find a way to make them exclusive. Which, if you deny this- then you're not looking for answers and well... let's not go on a tangent assuming things and just say, lets look for an answer together; Not divided.

The clear answer for supports is to add items that are super cost efficient but have a downside.

For example: rework item 3193 into a more affordable item with strong health/armor/resist, but it perpetually reduces all of your damage by 30%.

One for enchanters that gives bonus AP when spells are used on allies, but not against enemies or yourself.

One for AP supports that grants bonus damage, but only if another ally has damaged the enemy in the last 5 seconds, etc.

I'm sure there are some abuse cases that would need to be designed around, but there need to be more cheap items we can buy that the other roles won't want because of their penalties.
