Warding totem should not be available until 5 minutes into the game. Force laners to choose between some early lane survival 
or some gank safety 
. Force junglers to abuse their early game advantage instead of rushing their first clear to back and buy.
If you buy over at the start of the game , you don't just give up lane survival, you immediately give up the ward that you placed because you wont be able to fight back with such a huge hp / regen disadvantage.
So its still not a choice between the two items unless your name is season 8 talon and you can burst the enemy before pots will matter much at all.
Vision has been nerfed and attacked continuously over the last 12-18 months. It is already pathetically weak. This is a horrible idea.
