The title says it all to my understanding there are only 2 spell vamp items I think spell vamp should be a stat just like life steal. I think it should be in it's own tab in the shop also.

Spellvamp isnt going to see the light of day AT ALL as long as Vladimir is around. Spellvamp is a weak stat, but Vlad makes way too much use of it, and he is the main reason spellvamp is the way it is now.

I was thinking about that myself a while back. Spellvamp is such a scarce feature

Spellvamp hardly has something in common with lifesteal. Sure, they both heal you, but in detail, they are actually very different. Lifesteal works off Autoattacks, which have no mana cost, are low cooldown (~2 - 0.5 seconds) and point-and-click. You could literally buy lifesteal on any champ in the game and get a lot of passive sustain with it. Spellvamp on the other hand is a really niche stat, few champions can make any good use of it, but in turn you can't buff it to compete with lifesteal because it's already very strong on those very niche picks like Akali Katarina Kennen Mordekaiser Rumble and most importantly Vladimir. If you buffed spellvamp, you would have to nerf those champions hard not to make them super boring to play against.

The other thing is, Spell vamp works more towards burst because most mages use Burst Spells. And Riot claimed that they don't like Burst Healing.

This is why the Soraka Rework was a bust. A conflict of Ideas of "We don't like burst healing, yet Soraka is suppose to be the dedicated Healing support."

And with a few exceptions, You really don't need the sustain on your mages. A lot of them are long range enough to stay out of the line of fire. Unless they get focused but spell vamp doesn't help against that. Most mages don't duel. And you can simply recall to restore health, mana, and shop for items.
