So much damage but also takes a ton of skill to land so I would say he's balanced.

I don't think he's overpowered. He has clear weaknesses that can be exploited, but also has advantages that give him an edge against some opponents. His kill potential comes from his ability to combo his skills together, which is reliant on landing a skillshot (not much, I know) and also costs a lot of mana, removes his only potential defensive abilities (So don't miss it) and still requires him to poke his opponent down a bit before he tries.
