Optional Rumble changes

Q damage 150/200/250/300/350 (+110%AP) 75% damage to minions W active gives 10%/15%/20%/25%/30% (+2%AP) resistance. (Along with everything else) W active gives no unit collision for the duration. E remains the same. Possibly increases the recharge rate by 100% for 2 seconds after hitting a champion (insentivizes interactive landing) but increase overall cooldown by 1 second. R increase damage to 700/1000/1300 (+175%AP) magic damage over 5 seconds. Keep 35% slow. Decrease tick rate to 0.25/sec. Remove linger on ultimate. Add ground to the ultimate (Cassio w).

Some of these changes could be left out and numbers could be adjusted obviously but the overall goal is to make his laning and overall gameplay more interactive, powerful, and rewarding.

These changes in team fights reduce the issues with his ult being often ignored with shields and dashes due to the slight damage increase and reduction of mobility (ground). Clarity is also added to the ability with the removal of linger which in turn brings the ability back to a safe power level (hopefully). With this change players with dashes can't ignore it but players without dashes don't have to suffer as much. He will need to be slightly more intelligent with his placement and how he combos it with his allies cc but be more rewarded for doing so.

While the shield addition is experimental it is a nice way to increase his trading threat in lane and his ability to survive in the very late game.

Also forgot to mention the w changes would allow it to be more of a strong ability in its own right and would give the option to level it up. I would appreciate anyone's thoughts on these changes. (P.S. Effects get increased by 50% as expected in the danger zone.)
