I have seen a massive decline in the usage of these boots and I'm curious what you guys think. Personally I think that reducing a slow from 40% to 30% is neither noticeable or useful. I think its better to just go with
and reduce the duration of the slow (and all cc).
Mobility meta and reliable kits with harder cc vs Swifties.

Swiftness should give health at least, or regeneration or a bit of both. That way there's a defensive benefit, but not armor or mr.
Swiftness boots is my main choice for Jhin, Sona, Janna :)
When your champion can have increased move speed by whatever item/skill, That slow reduction prevention is really noticeable!
With Janna and Sona, you're so fragile during early game that whenever you get caught, it's instant death. So I like to buy cheap boots to keep myself from distance.
They're still decent on melee champions without gap closers, as they need all the movespeed they can get. Merc treads don't really do much, since getting CC'd generally ends in either death or losing 75% of your health bar anyway.
If the enemy team has more slows than CC, pick those over Mercs. Plus works on Pyke's Q slow, Urgot's W slow and Tahm's W slow too.
Boots of swiftness are so Niche that they should probably give them a good buff to compensate since Merc Treads reduce slow duration already why not give Boots of Swiftness a considerable buff since they dont reduce CC at all?
