garen's ult should go on cooldown if it is dodged by a zhonyas or something like a lissandra ult

you can not outplay garen ultimate. syndra has a targeted ultimate and if someone zhoynas it does go on cooldown. but for garen? I stopwatch as the smite animation goes through and after he smites me again!!?!?! wtf this is not darius ult reset this is garen

garen is also becoming more annoying by the minute as he is a pain to fight in lane. making his ult go on cd if it is dodged would help a little or a lot depending on how you view garen

Garen's ult is not coded well in my opinion, it only counts as cast if it goes through with isn't good design in my opinion, I agree with you that it should count as cast when the animation starts or a bit after, not when it does damage.
