Sorry to tell you OP but ANNIE was "the" mage of the game. She's the pow-cost, point and click mage that teaches you how mages work. Her kit is made for people to use easily and her burst is stupid if she can catch you. She has only one real skillshot, and more often than not, you're stunned when she uses it, so she can't miss.
Lux is a good mage, but she's one of the most balanced ones in a game of increasingly unbalanced champs. She's all skillshots (though her E is large and easy to hit). She has crazy range, but needs to get close to proc her passive so she's not 110% safe unless she's giving up a lot of her damage. She has no sustain and actually has mana troubles compared to many mids (as much as anyone has mana problems anymore)... and she's incredibly immobile and very squishy. If you can get in on her, she's probably dead, and she's very vulnerable to assassins.
Lux is popular cause she's a cute anime magical girl... but she's not unbalanced. If anything, she's got too many weaknesses to ever really be strong. Once people know how to play, she's got a TERRIBLE winrate. She doesn't need a nerf... she needs more champions to be like her, with well defined strengths and weaknesses... instead of the constant barrage of hyper-mobile, bursty, hard-CCing champs with shields and dashes aplenty we get more often than not.
