Since Ezreal has been nuked because of Klepto, can we let his W damage jungle monsters now?

This only sounds reasonable to me, it would basically give him back the lost power bot lane and not impact his gameplay outside of the jungle, where he has been struggling a little since Phase Rush isn't nearly as good as ol' Stormraiders. Especially because his pattern is (now that he can build tear with manaband) extremely high gank pressure until tear>sleep period where he afk farms tear and only ganks with red buff>wake up period where teamfights are happening. If we nerf him where he must make or break a game as a jungler he will lose what made him jungle popular.
