Ideas on how to fix the afk issues?

My personall idea i put in another thread was to create a system where players can join ranked games when a person dcs and theyre team votes to replace that person. the afk would auto lose elo and a sub would take his place. the catch, the sub cant lose elo if he loses but can be reported and will lose elo if the sub afks. This thread i want people to come up with afk solution because i quit league for a year because i had 10 afks in ranked games in a row and lost and went from gold to bronze and this issue needs to be solved because it makes every league player salty.
