listen, I get that dr.mundo is great currently...
but is it just me or does his passive feel kinda useless? I mean, sure, the rest of his kit is good, but his passive does almost nothing. it just feels like a worse garen passive.

AmetDeCrypt2 voteswell it works in combat is the thing unlike garen's, and it makes his hp costs more bearable in the early game which was probably its intended purpose.
