Can we ban items instead of champions?

That's weird, because I would think most people would ban so all the mages were dead men... and it would have an impact on multiple lanes... but I guess banning a single jungle item that they may not even use makes sense... in some bizarro, bad strategy universe.

I'd ban IE or BORK every game.

There's some merit in the idea, but I think it would be too broken.

I think this should be a featured game mode, with a few changes.

Spend money in-game so that your opponents CAN'T buy items, each team gets 3 free bans, one at the 5 15, and 20 minute marks.

Call it embargattrition mode.
