Can Rammus W affect Dragon and Baron?

Dragons AA was changed into a spell to stop certain champs from getting it level 3. Rammus can only damage the dragon reliably with his Q, Auto Attacks or his Ult. Baron has a. Mixture of spell and basic attacks but not dragon. Can you code dragon to take damage when it attacks Rammus while he has his W on? Anivia was allowed to "freeze" dragon with her other spells so the E double damage could proc so this would not be the first time Riot made an exception.
