Does garen's spin only apply 25 percent armor reduction AFTER 4 spins, or does it apply a small armor reduction per spin that add up to 25 after 4 spins?

Enemy champions hit 4 times have their armor reduced by 25% for 6 seconds. Hits after the 4th refresh the duration of the debuff.
