@Riot A question that makes or breaks the Marksman changes

Looking at Toplane, GP and have a very strong late game, however and can shut them down early and end the game before they actually spike.

This begs the question: If a player were to take say Kalista or or would he be allowed to smash his lane opponent who goes for combo and end the game before the enemy ever actually comes online? The main reason for it is because historically, Kalista and got gutted time and time again for employing that strategy. While a full + Stormrazor build sounds absolutely insane, if it was situational at times and awesome-but-impractical at others, it would actually be a fair trade-off.
