his E is great for kiting but don't you think it has long CD and has lot of mana if u consider using W E or more mana if u used W Q E or W E Q . also his passive its has long CD considering the how fast the games are these days just like what you did to bard <3 passive.

he's a mobile champ mid-late, when he can spam wqe w/o hurting his mana pool

He's got a mobility spell so he's a mobile champion, not as much as fizz or yasuo, but you compare mobility to the immobile, not the overly mobile
