So they fixed thunderlord decree ratio to 10%ap is it still worth also dft got like 2 sec from 1.5 sec for aoe dmg I don't think it's that much as well also the fervor on azir clones I think it's bug so I don't wanna pay much thought into it. Deathfire Touch.
He does consistent, sustained damage and, as such, should take the keystone for sustained damage, as well.
I rather recommend thunderlords, azirs soliders count as aoe spell, and wont benefit from the whole bonus of deathfires touch. Also w + aa + q + aa easily procs thunderlords for burst. Also it scales per lvl wich is great

the fervor damage can be procced by soldiers and is not reduced to 25% for multiple soldiers so 3 soldiers can add 240 damage
As a general rule of thumb: TD for burst, DFT for sustained damage
