Matchmaking. Possible avoid button.

Can you please make an avoid button under the exclamation point in the after game chat. Or at least have better matchmaking. I just played two games in a row with the same summoner. after reporting him the first time for essentially refusing to communicate with team, and or, picking a lane champ that was already picked, I got paired with him again. Just so he can do the same thing in the next game. This is why people can't get out of bronze. I can't really say anything because I'm not even ranked yet but I don't want to be ranked bronze. and when three people on my team go 0-7 and the opposing team has a Vayne that is going 17-1 because of my bot lane, I don't think it's fair to kleep being paired with these people. An avoid button would be greatly appreciated because I clearly had a bad experience with a player and that's why I reported them, only to play another game, with the same summoner just to report him again for the same thing. Also, would be greatly appreciated if and all unranked team doesn't get paired against all silvers. Thanks for the consideration...
