Kennen doesnt apply stacks with hurricane?

I thought Hurricane applied on hit stacks. Kennen's passive on his W doesnt apply Mark of the Storm on more than the one target hit. It should apply on all three targets seeing how every other champ in the game has this affect.. I don't know if there is a reason why it doesn't apply or if it's a bug, but either way, It needs to be explained to me.
