Two reasons, primarily.

1. Yorick is incredibly boring to play. I hesitate to even use the world 'play'; Yorick is simply present in the top lane.

2. Yorick is incredibly toxic to play against. Like old Poppy, Yorick has been nerfed to a state of generic weakness and removed from the weekly rotation to keep his play rate down.

He's never actually received much in the way of nerfs, outside of right after he was put in the game, and then only because his ghouls weren't really coded properly. He's never been updated at all though, and he isn't all that toxic to play against unless you are silver or something. Almost every champion can All in a tear build early. He's very skill intensive because you don't really have room for error, mistime an ability or use it with a lack of optimal play and expect to be dove and killed. He's seriously in a semi weak state though. They removed him from free week to make sure he could be brought low enough in play rate to make changes without anyone really being disappointed, like the Poppy rework, no one really missed her old kit that much, maybe a dozen vocal players, if that.
