Regarding Jinx's Q, Voli's W, and Jax's passive

All three skills grant attack speed on hit. Let's look at the details.

  • Jinx 's and Volibear 's attack speed bonuses stack up to three times, and both are essentially half of a skill. Jinx has Fishbones for her other half and Voli has his bite. Jax 's bonus stacks up to 6 times and does not have any other effect.

  • At max rank and stacks, Jinx gets 130% attack speed, Volibear gets 60%, and Jax gets 84%. I understand why the AD carry gets the largest bonus: the other champions do not rely on AA's for damage as much as JInx.

  • Volibear 's stacks last for 4 seconds while Jinx 's and Jax 's stacks both last for 2.5 seconds. JInx loses her stacks one at a time while Voli and Jax lose their stacks all at once.

Why does Jinx lose stacks one at a time while both Voli and Jax both lose all of their stacks?

Can this be normalized? It would be nice to have consistency across all the abilities as they are very similar.

Because Jax's is a passive meant to encourage him in sustained fights while having some counters (think of how scary a Jax that can keep 3-4 stacks up constantly would be) and has 2 different skills that buff his autoattacks with W and R's passive. Volibear's is on a champion with 2 autoattack buffs in Q and R, one of which is also a fling. His AS boosting skill also at max stacks provides him with a potent execute. Jinx by comparison has one skill that buffs her autoattacks (Q), and loses the AS boost if she uses Fishbones. Additionally, she was given one of the lowest (bottom 3) base attackspeeds AND attack speed per level, meaning she needs Q's AS boost to have even attackspeed with other champions.

Voli has a very strong bite/execute attached to the second half of his stacks. THAT is why he doesnt lose them one at a time.

Jax's is part of his passive. Generally speaking that shouldnt be as powerful as a fullfledged skill. Also, could you imagine Jax if he was able to maintain his stacks that easily?

Jinx has an incredibly low base attack speed, which is why her Q ramps up so much. It prevents too much rocket spam, and she has to autoattack a few times in order to reach dps proper of an adc beyond poke (and if she abuses this instead of switching to rockets, she's just as vulnerable as any other adc to any mage who can nuke her).

Volibear, for example, has .658 base AS and gets +45.4% at level 18, whereas Jinx has .625 base AS and gets +17% at level 18. That's why she loses one stack at a time, due to a lower base and a lower level gain (using multiplication, it means her base is pretty low and she's dependent on her Q for AS, building PD won't cut it alone).

No. Because similar things work differently in different contexts.

Like here is a question: If Jax's stacks were made to fall of one at a time instead of after 2.5s, wouldn't that then give Jungle Jax a permanent AS boost while clearing? That's certainly not a worry for Jungle Jinx, which isn't really a thing. Not in S5 jungle.
