Or you are lying. I have played more than enough ranked games to tell you with confidence that the teams are as even as they can get.
While I sympathize and hate facing diamonds in my games hwen I'm silver pretty much every third Normals, that's just the way it is. Riot keeps separate MMR for each queue (so normal draft, normal blind, ranked solo/duo, ranked TT, ranked flex). So if imaqtpie were to play normals while Ranked is down, you could very well see him in your silver mmr games.
