its not fair that champs like "insert tons of damage champion" has to buy tome/mana crystal for sheen when they don't even use ap/mana

Sightstone having hp but "not everyone wants hp" DFG had mana regen but "not everyone wants mana regen" Atmas had crit and "but i dont want crit ;/ "

Main ones I would build TF on and so I "have" to build sheen would be Talon - Mana Irelia - AP scaling/Mana Corki - AP/Mana Kog - AP/mana Ezreal - AP/Mana
Other champions like Yasuo, Darius, Rengar and others have at least one of them. The only champion it leaves out is Vayne but not many people build it on her and going Phage/Zeal would out perform going sheen first anyways.
Also The only champions in the game with out AP scaling or mana is Riven and Zed and I dont see them build it.
