A lane bully scales stupidly well into the late game with a passive that gives a ton of bonuses? Buff the strong and nerf the weak I guess. You poison then mash E and get kills.

Okay here is my timeline:

-Riot tried to rework Cass into no-presence-early powerful-late mage-carry

-Riot gave her a passive that sucks crap because she had no lane presence and therefore was unable to use half of her passive to generate stacks; she couldn't even get her E-healing passive out because she gets pushed out of lane, or has to go b constantly because she needs to cast at least one spell every wave to get stacks

-Her passive was so "good" when at full potential that Riot nerfed all the ratios on her (and CDs) except for E

-Cass was bad at that time. She couldn't be in a lane by herself, and she didn't really replace the position as the ADC in the team.

-Riot realized that Cass doesn't work at that moment

-Riot changed the passive into a ticking timebomb while giving Cass's damage back through her E

-E is now a skill with 5 different mechanisms as well as damage

-Q and W deal mediocre damage only when on full E stacks

-E is overloaded as a spell because it needed to do everything that Cass does, since Q and W do zero damage and can only be used for utility

-Cass gets transformed back into a lane bully because THAT'S HOW HER KIT WORKS WHEN HER NUMBERS ARE RIGHT

-Riot successfully changed Cass from a lane bully to a late-game-scaling lane bully.

^ That's the idea Not enough thinking was done.

Her rework was rushed because of LCS worlds and the idea of a hyper-carry mage is a balance team's nightmare.

I agree she's in a good position now but before the myriad of patches that fixed her she was completely useless. Like the gentleman's timeline above says the original rework was utter scrap so they had to tune it more than an 1800's radio just to get it viable.
