champions like evelyn, fall off late game, and if you aren't snowballing your lanes, if you aren't at least forcing them to recall and lose exp and gold, then you need to take a step back. and say to yourself, this champion is not for me.

Basically, if you're not a smurf and you're not a player who frequently (>50%) gets early kills and snowballs a game, don't play champions that are weaker late game.
There's a reason that most of the 50%+ win rate champions are ones with strong scaling. Games last a long time now in solo queue. Players aren't great at closing games out quickly. Players also aren't great at identifying power spikes and what their team's win conditions are in any elo below diamond. You're going to have a lot more success on strong scaling champions like Amumu / Veigar / Jinx than you are on early game champions like Vi / LeBlanc / Caitlyn.
