8.19 .... Is Tencent sabotaging LoL to make way for a new game in the genre?

I don't know what to make of 8.19. I know the saying never account malice to what can be explained by stupidity, but I'm gonna give Riot a minimal amount of respect to their intelligence here. I can't make 8.19 make sense in my head in any other way except that League has been out for too long and isn't making enough money anymore, so Tencent is slowly putting it down.

I can't imagine a world where ANYONE thought ANYTHING in this patch could do ANYTHING to make the game better. It's almost as if they're hand picking ways to make the game even worse without making it too obvious. Are you ok Riot? Who hurt you?? I just want to be able to play LoL again :\

Tencent has owned Riot for a while.

Also, it's COMPLETELY FUCKING STUPID for a company to buy another company for millions, if not billions, only to plan to destroy that company so your other company can take over the market. It's fucking insane, and any CEO or business that even considered such a thing would have been fired on the spot for wasting the company's money.
