He can be but its really situational when to pick him, and he is down right unviable in plat up unless your the next Nightblue

I never used rageblade (could've probably), my usual buildpath is botrk-youmuus-phantom dancer and either IE + GA or randuins + malmortius. Tabi boots usually, since I have a lot of AS in the build and runes.

My runes are the usual AS reds and quints, armor/lvl yellows and mr/lvl blues. You can be more agressive by taking flat armor, the early cheese is still alright, though it was better before the nerf of E.

I take Cull or Doran's, get Q -> E -> 2 or 3 points in meditate, or if I'm doing very well just max Q.
