I don't understand, Why doesn't riot just make a full fledged Client?

If you play dota2, there's no airclient, or preceeding client program that starts a match. If you play Overwatch, there's no airclient or preceeding client program. If you play StarCraft2, there's no airclient or preceeding client program. If you play CSGO, there's no airclient or preceeding client program. Instead all of these games all use a single homogenized standard client program that goes from Menues to Match and back to menus Infact I've never seen a single game besides LoL that has a preceeding client system.

So why doesn't Riot do the same as the other games and make a full fledged client?

Planetside 2, Path of Exile and Perfect World have a similar system. They are all older than games such as those that you have mentioned.

The smaller client is much less system demanding, making the game easier to play on lower spec systems. All of the games you mentioned are marketed towards more dedicated audiences while League still has significant invenstment in the casual playerbase.

honestly riot's programming skills are not their strongest suit.

My guess is because the game itself is old and not attached to a client.

They would have to redo the game to function straight off the client to do what you're asking.
