Riot why? (Locking in champion select?

Like for real, why do people have to lock in champ select? its taking like 30 minutes to get through the damn lobby. Who thought this was a good idea?

agreed, its been 45 minutes of champion select at this point because there is always one person who lets the time run out w/o locking.
