I would assume that it would be a combination of:

  • Blitzcrank being used as a counter-pick to specific champions (i.e. Soraka) instead of a general pick.
  • Players at higher ELOs better using their numeric advantage to take objectives after a catch instead of deciding to go farm their jungle
  • Players better managing minion waves to leave the enemy's vulnerable to hooks during the laning phase.
  • Higher ELO supports being better at knowing how and when to roam into other lanes to assist them (rather than just sitting bottom lane with the ADC).

I've never really looked too much into it, but those are my initial thoughts.

In bronze, even if Blitz hooks you, you can still escape with either minimal HP loss or without burning flash (if you have mobility). I've done it as high up as gold.

In plat+, hooked = dead or burn flash + back.

In bronze, even if Blitz hooks you and you die, the enemy team can't capitalize as hard and probably won't even get every cs.

In plat+, if Blitz hooks you and you die, they zone your lane partner from even EXP, push wave into tower, dive your lane partner while you are still walking back to lane then zone you again, or they take your turret, roam mid, get another kill, take drag, then the enemy mid is now bot and taking your t2.

It's all about making maximum impact of those hooks.

A lot of high elo blitz plays if you actually watch them involve blitz using his W to get close, E point blank and then Q. Sure some max range hooks are landed from time to time, but very few each game and usually no more than 1 or 2 are landed from range in lane.

Yeah, and how much impact do those 1 or 2 long range hooks have? Oh look, our carry dodged 20 so far. Dang, now blitz managed to land one out of all those he missed and he's dead..... Just dodge the spears right? Remember pre-rework nid?

I don't know if i've ever seen a high elo blitz throw out 20 hooks in lane, you shouldn't be that close to him for him to even try it most of the time.

But the biggest part to your comment is that he is in fact useless for 12 seconds or so when he misses a hook. Sure those 1 or 2 he lands are huge but every one of the 20 hooks you mentioned that he misses should be huge as well. He literally can't do anything in lane when he misses a Q, it's free harass and you can control the wave. This is also the reason a high elo blitz doesn't throw out a Q every CD because they know they will lose lane if they can't land them so the threat is more important.

If a blitz lands 2 hooks and misses 20 as you stated, you should win lane

Dodging bronze hooks is a lot easier than dodging plat hooks.

On top of that, theres a lot to be gained just from the zoning potential that the possibility of a hook provides, since in higher elo's people will know to position themselves safely (since getting hooked will almost always being capitalized on), but "positioned safely" frequently means losing out on cs even if blitz never lands a single hook.

Blitz is actually my number 1 ban currently, just since him existing means you have to play around him. I almost never actually get hooked, but it completely changes how you can move around the map and position yourself in general, and that's very frustrating.
