Legitimate question

its normally because if the player is experienced they put themselves in a position not to be ganked so the jungler doesn't even bother wasting his time in a lane that wont even net a summoner

Do they have deep vision?

It may seem like they play like the jungler doesn't exist, but a lot of skilled players only position to make plays when they can see the jungler on the mini map, or have seen them on the mini map recently enough to be confident that they are safe.
