I hope it does, out of all the games I've played since AURF came out, I've only enjoyed maybe 10% of them so I've stopped playing. Between just how many strong champions there are and that I own most of the champs in the game, I've gone back and forth between getting someone I don't mind playing, but being up against ridiculously strong teams, or getting someone I cant play and just getting nowhere fast. I hope it comes back because there are many joke type/off-build things I would like to try and just don't have the patience to play AURF until I get those champs, but Riot seems to think that AURF is better, and some people agree, so normal URF is probably buried for the foreseeable future.
That said, I would enjoy the ability to choose between AURF on sums rift or howling abyss, I think howling abyss would offer faster games, which means you have higher chance to eventually get a champion you want, and those that might not like the all mid style with the 80cd would have the option of going into sums rift still. Another possible option could be that going into queue (or maybe on your profile) you chose 10-15 champs that you didn't want to play, and it couldn't roll those. That would allow people to largely cancel out a specific class or play-style that they don't like, while still having enough variability of strength to not be abusable.

A paraphrasing of a response from a rioter
"we wont have urf and ARurf at the same time because they arent different enough of an experience, while 100 gauntlet and the teemoing are"
(i asked why we could have the teemoing, AND the gauntlet, but not both urf and arurf.)
The queue times for AURF are currently 0:22 seconds, compared to Norms being ~1:30. I dont think that AURF and URF would split the audience nearly enough to slow queue times if they were both available, considering that with Norms, 2 different Ranked Queues, and ARAM, as well as URF, its still a a relatively small wait for any of them (anything under 2 minutes seems fine to me) and add to that that adding URF queue would reduce the dodges that happen somewhat, I dont think queue health is a big enough problem to not add both.
