Truth be told, when they changed how vorpal spikes works it was a nerf even though a buff of damage.

not beable to keep it active just means you have to be a bit better about using it and it slows down the damage and lane pushing he can do.

so again even though they sort of buff him, they also nerfed him with the way vorpal spikes works.

but with the three items you use on cho'gath are concerned its more like when are they nerfing those not the champion.
