What Champion can do the most outplays?

I hate the term "outplay", since it implies that you use your superior skill to get an advantage over an enemy, but champions generally considered to have "outplay potential" basically just have easy tools to get out of bad situations and/or negate the enemy's plays.

A true outplay should be two players matching their respective skills against each other and one prevailing, not one champion's kit being able to negate another's.

Zed, Leblanc, Fizz, Yasuo. I wouldn't take Leblanc top, but the rest are fine and have high outplay potential.

Really any champion has outplay potential if you know them well enough.

I know he is forgotten, but has absurd outplay potential and a really high skill cap, even if the salty diamond players wont admit it.
