What makes a healthy lane bully?

So, I was thinking about the differing roles champions take in League while in lane, and I came up with a few catagories:

the farmer the burster the roamer the poker and the bully

This last category interested me the most since they are able to produce some of the most horrible feeling games, but they are commonly acknowledged as an important and healthy part of the game. I would give examples like Pantheon, Syndra, Caitlyn, and Darius as examples of lane bullies that seem to be at a good place in the game. What qualities help a champion to obtain the title of a lane bully and when does a lane bully become too good at their job? What red flags does Riot look for when deciding if a lane bully is getting too strong?

I think a bully is someone who can easily harass the enemy while staying safe themselves making the landing phase annoying for their enemies by making it hard for them to cs. Caitlyn and Syndra can harass from range where their usual lane match ups can't get tot them. Darius's passive makes trading with him in lane dangerous plus the moment he hits six you're forced to play more safely whereas Pantheon's Ageis shield let's him trade more safely plus his target stun.

A lane bully: Can harass enemy while still farming and staying safe IMO

Too good lane bullies are the current Gnar, Jayce and Riven again my opinion so don't burn me at the stake.

Gnar: ranged harass and high mobility and Mega Gnar can tank and cc for days plus he uses no mana. Jayce: Long range harass (that deadly E-Q combo) and melee power. His sustain is good too thanks to his shield and build path. Riven: Shield, Dash, cc, Jump and Execute move all without using mana

*Note I don't believe these "too good" lane bullies should be nerfed I just say that they are almost always dominant in the landing phase and have very specific counter play that not all champions can do.
