Timers on dodging queues

Before anyone goes and discredits my points here by writing it off as ranting, let me emphasize that this is not a rant. I'm frustrated about a function within the game because of the community that plays the game and I'm talking about it here.

Recently, AP Carry Ziggs Bot has become a thing no doubt in response to high-elo streamers doing it, and everyone else trying to copy them. What has me frustrated is when people try it in Bronze thinking it is OP and not understanding how to play it or why it's effective. I have dodged a few games in order to avoid ruining my MMR and losing more LP and the result is me having to wait 30 minutes to queue into a game that I'm not sure is going to end in a win or a loss. I think the wait timer for queueing up after a dodge for the second and third dodge needs to be lowered. By dodging I know I'm forfeiting LP and possibly fucking my MMR, but why should I have to decide between playing a possibly-lost (or possibly-won) troll game of League Ranked or my LP, MMR and a wait timer. It's ridiculous. I play ranked to get better and playing troll games is not a good way for me to improve. I wish people would be more courteous in chat before locking in picks like Ziggs Bot, like asking "hey, are you guys ok with me running this" or something to this effect. I'm getting tired of this, and I'm calling for change.
