What is the weakest ability on each ability slot?
Like the title says, what are the weakest abilities on each champion's ability slot? Including the passive, what are the five weakest abilities in the game? Stuff like Zed's W or Brand's E that are specifically designed to interact with other things within the kit are special cases and really shouldn't be counted. Additionally for the ultimate, things like transformation ults or special cases like Udyr and Karma don't count for the R slot. So what are weakest: Passive Q W E R In the game?

passive's are probably weakest in the game because for shvannya she only gets extra 10% damage to neutral dragons or vilemaw and 5 armor/mr per dragon kill meaning if she doesn't get any dragons the passive is useless for most of the game. The reason vayne's passive is bad is due to her fact that 30 movement speed is only useful during chasing an enemy champion. Due to vayne's feast or famine kit with worst laning phase of the marksmen in the game leads to in many games it being useless in most fights if loosing the game(majority of the time). It can also lead to vayne stepping up to far in a fight causing her death. It really is a bad passive.
Q: 
is the worst q ability in the game by far as it really doesn't do much compared to other support abilities all it gives is a crappy area of effect heal and does only medicore base damage. Not only that it is also blockable by minions and other champions, and has a delay on the spell, along with it.
W: 
literally everything one shots the voidlings. An area of effect hit your voidlings. O well their now dead and useless. Seriously this is probably most useless ability in the game with amount of area of effect thats in the game. That a single spell wipes out all the voidings and they give gold too. Not only that they are also delayed meaning it takes 0.35 seconds before they actually are used. Making them further limited in options.
E: 
e is easily the weakest e in the game. Literally all it gives is movement speed for 3 seconds. Not only it just gives movement speed in area of effect but that area of effect is so small that your literally within a malphite ult if you stand that close. It literally does next to nothing. That all champions can just buy
and get the same thing but even better with higher movement speed.
R: 
ult is easily the worst ult ability in the game. As it can easily make you loose a teamfight if used improperly and which is easy to screw up. its also delayed greatly and causes a statis making worst then average hard cc against enemy champions as you can't target them and you could also end up saving an enemy champion with statis. It easily is one of worst ult abilities in the game due to the fact that a bad bard ult can easily cause the lost of a game.
